I like the game-based approach. Working on design elements to give it a more realistic app look and feel will amplify the effect. You might also build more choices in along the way. For the Texas choice, for instance, the housing step could be split onto more screens--apply for apartment complex--denied. Apply for job, denied based on zip code, etc. The game action is on point, so thinking through whether and when to amplify it will pull people in even more. Then the work with the design to give it more authenticity will take it to the next level. Nice work.
